The New York Times has a fantastic piece today on what the switch from a family-based immigration regime to a skills-based one might mean for New York City. It's odd that this provision could turn out to be one of the more radical changes in the immigration bill, and it doesn't get nearly as much attention as the amnesty or guest-worker provisions.
