A former head of Israel's National Security Council, Major General (Res.) Giora Eiland spoke this week to a conference of the Washington Institute for Near East Policy. He is a cool-headed and clear-eyed strategist who is eager for a peace settlement between Israel and the Arabs. Realizing that a two-state solution, which many Arabs now say at last they want, is not acceptable to other Arabs and to most Palestinians, Eiland had thought out of the box.
