Did Chris Matthews really want to say, more than once, that the GOP "outsourced" its non-SOTU response to Bobby Jindal?
In context, I suppose you can see how he stumbled into this locution: He was talking about the GOP having to go "outside Congress" to find a credible spokesperson. Still, an awfully dubious choice of words.
